Did you miss, or have trouble meeting, the recent Tier II reporting deadline? If so, you’re not alone.
Facilities subject to the requirements of Section 312 of the Emergency Planning and Community Right-to-Know Act (EPCRA) must complete and submit the Emergency and Hazardous Chemical Inventory Form, the Tier II Report, by March 1. However, many facility managers continue to have difficulties understanding their reporting obligations, and as a result often complete their report incorrectly, submit it late, or fail to submit it at all.
To better help industry representatives maintain compliance, VelocityEHS presents our new Tier II Cheat Sheet. This Cheat Sheet includes:
- A flow chart for determining if you’re required to complete a Tier II report
- A list of substances exempt from Tier II reporting

Reports for 2017 were due by March 1, 2018. EPA recently updated the report format to align the hazard categories with OSHA’s Hazard Communication 2012 (HCS or HazCom) categories, so if you still need to submit, please remember to use the revised forms, the most recent versions of EPA’s electronic submission software such as Tier2 Submit, or your state’s own reporting software. You'll also need to use the updated forms during each reporting year going forward.
