VelocityEHS Reminds Waste Generators to Submit the Biennial Hazardous Waste Report

On March 1st, certain generators of hazardous waste must once again complete and submit their Biennial Hazardous Waste Report (HWR), or Biennial Report. With the deadline fast approaching, let’s review the basics of reporting obligations.
Who Has to Report?
Federal regulations require large quantity generators (LQGs) to submit the Biennial Report. A LQG is defined as a facility that generates 1,000 kilograms of hazardous waste, or more than 1 kilogram of acute hazardous waste, in one month. A waste is an acute hazardous waste if it is any P-listed waste in Section 261.33, or any of the following F-listed wastes: F020, F021, F022, Fo23, F026, and F027.
Please be aware that individual states may have more stringent reporting requirements, so check with your state environmental regulatory agency.
When Is the Report Due?
LQGs must submit the Biennial Report form (EPA form 8700-13A/B) to the authorized state agency or EPA regional office by March 1 of every even-numbered year (for example, the report due by March 1, 2018 is for waste activities from calendar year 2017).
Please note that some states and territories require annual reporting rather than biennial reporting – in those cases the report is due March 1st of each calendar year. A full list of states and territories requiring annual reporting is provided below.

What Information Must be Included?
The biennial report includes information such as:
- Facility’s EPA ID Number
- Facility’s name and address
- Quantity and nature of hazardous waste generated
- Whether the hazardous waste was sent for recycling, treatment, storage, or disposal
The Site Identification form within the report includes a certification statement that must be signed by the “owner(s), operator(s), or authorized representative(s)” of the reporting facility.
Can I Complete the Report Electronically?
Yes. The form is available as a “fillable” pdf file. Electronic reporting is also available in some states.
